Personally I'm pessimistic. Let's say that somehow Trump gets back into office. Okay, great. I do think that will improve the situation, and maybe some people will be rightfully arrested.
However, is Mr Operation Warpspeed going to hold himself accountable for Operation Warpspeed?
I can see the situation maybe improving somewhat in the next few years and I can see some bad guys getting arrested. But I have a hard time seeing full mass arrests and full disclosure happening.
I guess it's time to stop looking for outside saviors and look within and focus on our own spiritual work.
Imagine he held himself accountable for Operation Warpspeed ... such integrity would make him a very honorable figure in the eyes of the broad public, I assume. (Didn't he also get tricked into promoting it?)
If he gets a glimpse of that, if he understood he can actually be the hero his ego urges him to be... i think he might actually do it.

No, very low probability. The reason for this is that the people are losing the arms race against the controllers in charge, where the arms race is not just weapons, but includes very advanced means of technological, psychological, and spiritual control.
The technology for how these multiple levels of control works largely remains in the hands of the controllers, although some of the information for psychological control fortunately got out when the internet was more free 10-20 years ago. Using this information, many people were able to free themselves from destructive organizations and heal from psychologically abusive people.
Now, though, much of that information is being repressed using censorship. The people's voice is being completely drowned out by AI algorithms and bots, along with cadres of agents, who systematically work to make any group that might make serious positive change not end up doing much.
This is seen whenever a good person becomes particularly successful and gains a following. First, their account and channel might be shut down. If that doesn't work, character assassination. If that doesn't work, threats to their families or themselves. Finally, many many good people have been assassinated over the last 100 years because they would've led good organizations to actually make positive change.
It is this lack of ability of good groups to form and grow large that is really keeping dark controllers in power. They systematically target and destroy the key members and leaders of such groups and try to drive those groups into chaos by one means or another, thus preventing any real political opposition to the dark controllers from forming. This is why people are so demoralized - good people are regularly being punished for trying to lead change for the better.
If you wish to help, I would suggest,
1) Get the dark galactics out of here, if you haven't already. We have enough to handle already with our own bad people. To ask us to also deal with people with much higher levels of technology is too much to ask. Deal with them yourselves and get them far away from this world. Only allow people here from other worlds who are genuinely good, and have empathy - we don't need evil or neutral ones here with their own interests right now that are violating people's basic rights and freedom.
2) Work at a lower level of smaller groups leadership who are pushing for real change in a good direction, and try to help them and protect them and their members from getting killed and persecuted. They are the ones who are actually on the front lines, as you can tell by how often they keep getting killed. Go directly to the best of the people at a lower level, who have empathy and awareness, instead of working through high level gray leaders who are not doing anything very much that we can see. Try to grow those groups and make them larger. Protecting them from persecution and infiltration and subversion by dark controllers is very important. Encourage them to think of solutions to problems and carry them out, as in think tanks and related action groups, and help protect them while they do so.
3) If you can, stop children from being abused immediately. Make it clear that there will be serious consequences for that, at least. The generational abuse of dark controllers of their own and others' children is what makes them so evil in the first place. It is what keeps their conscience so seared that they can abuse and genocide people with such psychopathy. If this could be stopped, the spirituality of the world would immediately start improving.
I also wonder why just stopping all of this world isn't an option? As in, stop the world and let everyone off, or give everyone the option to leave this world on a monthly or yearly basis somehow? If we're all souls with free will, then shouldn't we have the option to leave? If we came here under an agreement, was it really a fair agreement, and could it be legally challenged?

If you do the mass arrests, It will be very helpful to have their trials in public for the humanity to see their oppressors being finally persecuted.
Use the media to educate the humanity about Earth's real history. Educate the humanity how to have a functional society, and how to overcome differences. (Are your galactic society run by councils?)
The dark ones have to be removed. Its unfair uphill fight as the dark ones have advanced technology and the humanity doesn't.
The humanity are probably having implants controlled by the dark ones. There is no logic why humanity acts in self sabotaging ways, without cooperating for the betterment of the society.

I find it super hard to assess what is going to happen globally. All I can say many people in my direct surrounding are becoming surprisingly open for the possibility of extraterrestrial life. I think first the consciousness level of humans would need to rise more, so the manipulation of the controllers gets more obvious – if it's probable to manifest mass arrests?, can't tell.
